Terms of Reference for Recruiting Project Officers to Implement the Restore Africa Project in
Kamwenge, Kitagwenda, Kyenjojo, Bunyangabu, Ibanda, and Kyegegwa Districts

Background:
Joint Effort to Save the Environment (JESE) is a non-profit organization in Uganda working on
issues of sustainable environmental conservation and development. Since its inception 30 years
ago, JESE has impacted farmers and communities adjacent to natural resources. JESE supports
three domain areas: natural resources management, agriculture and livelihood improvement and
water, sanitation hygiene and youth skills development for both green and none green
enterprises.
JESE, in partnership with CARE Uganda, is seeking to recruit project officers to support the
implementation of the Restore Africa Project in the six districts of Kamwenge, Kitagwenda,
Kyenjojo, Bunyangabu, Ibanda, and Kyegegwa, covering 58 sub-counties in these districts.
Objective:
The objective of this Terms of Reference is to outline the requirements and responsibilities for
recruiting project officers to work with JESE in implementing the Restore Africa Project in the
specified districts and sub-counties.
Scope of Work:
The project officers will be responsible for the following tasks:
- In consultation with the project coordinator develop milestone plans for the
implementation of the Restore Africa Project in the designated districts and sub-counties. - Mobilise local leadership and farmers to take part in the restore activities including
planting. - Sensitise and create awareness among communities and local leaders about restore
activities and their intended objective. - Support the private sector in the delivery of trees to farmers in the targeted districts.
- Provide extension and supervision to tree farmers in the targeted districts
- Oversee accurate data collection and management from tree farmers
- Organise and coordinate advocacy activities (including communication) related to the
project - Engage with local communities, stakeholders, and government agencies to ensure
effective project delivery. - Conduct regular field visits to implement and monitor project activities, provide technical
support, and troubleshoot/address any challenges. - Prepare and submit timely project reports, including progress updates.
- Manage activity budgets, logistics, and resources allocated in line with JESE’s financial
guidelines. - Ensure compliance with environmental guidelines, regulations, standards (including
carbon trade), and best practices in all project activities. - Represent JESE in relevant meetings, workshops, and forums related to the Restore Africa
Project at District level. - Provide any other technical support in relation to tree planting, restoration and natural
resources management
Qualifications and Requirements;
The ideal candidates for the project officer positions should possess the following
qualifications and requirements
A bachelor’s degree in environmental science, natural resource management, community
Forestry, Agriculture or any related field
At least 3 years of experience in project management, particularly in environmental
conservation or community development projects
Strong leadership and interpersonal skills, with the ability to work effectively in a
multicultural and diverse environment
Excellent written and verbal communication skills in English and any other relevant local
languages.
Familiarity with project monitoring and evaluation, budget management, and reporting
processes
Knowledge of the geographical and socio-economic context of the six districts and their
respective sub-counties. Candidates from the Project targeted districts are encouraged to
